Youth Welfare and Education Office
We administer the scholarships His Majesty The King grants to students, from the first application to the day a scholar begins their studies.
Who we are
The Youth Welfare and Education Office (YWEO) is part of the Office of the Gyalpoi Zimpon (OGZ), His Majesty's Secretariat.
The office was established in 2008, following a scholarship offer by Rangsit University in honour of His Majesty The King's Honorary Doctorate Degree. That offer marked the start of the Trongsa Penlop Scholarship.
Since 2008 YWEO has supported 1,302 students studying in Bhutan, India, Thailand and elsewhere.
Mandate
Mandate and objectives
YWEO is mandated to administer and manage scholarships conferred by His Majesty The King in accordance with procedures approved by the Office of the Gyalpoi Zimpon, His Majesty's Secretariat.

To administer the Trongsa Penlop Scholarship with integrity and diligence, on behalf of the Office of the Gyalpoi Zimpon.
How we work
Our divisions
YWEO works through three divisions.

Division 01
Administration & Scholarship Division
Responsible for administering and managing all scholarship programmes entrusted to YWEO, from application through completion.
Key responsibilities
- Manages scholarship applications, selection, awards and disbursement.
- Coordinates admissions, records, and monitoring of students' academic progress and welfare.
- Handles scholarship bonds, extensions, recoveries and related reporting.

Division 02
Communication & Digital Services Division
Strengthens YWEO's public presence and digital systems, serving as the focal point for sharing its work and scholarship opportunities with students, alumni, partners and the public.
Key responsibilities
- Manages the YWEO website, social media and institutional content.
- Publishes scholarship updates, annual reports and other publications.
- Develops and maintains YWEO's digital systems, including the Scholarship Management System.

Division 03
Partnerships, Alumni & Development Division
Builds and strengthens YWEO's relationships with institutions, partners and alumni to expand and sustain scholarship opportunities.
Key responsibilities
- Develops partnerships with universities, donors and institutions to grow scholarship opportunities.
- Engages and coordinates with TPS alumni and the Trongsa Penlop Thuendrel Club (TPTC) network.
- Supports new initiatives and strategic development for YWEO.
